Step By Step Procedure:

Step 1: Open PicsArt app and choose the draw option. Creative new layer and change the layer colour to white.

Step 2: Insert the splash image you downloaded from the internet.(Downloading link given above)

Step 3: Create new layer and add the image you want to edit Splash Effect.

Step 4: Change the image option from normal to lighten. Adjust the image by zooming and  set to the middle of splash Effect.

Step 5: Now your splash Effect applied, if you want to picture Effect. Click the Effect option and choose the Effect which you want to apply and click save.
